The European Benchmark of Local Public Services

BEST stands, in French, for Benchmark Européen des Services Publics Territoriaux.

It is an informal network for discussion between chief executives of major cities and urban areas, as well as regions in France and across Europe, on strategic foresight topics, with input from contributors from other fields.

Activities and support

The network’s activities include meetings between members and guest contributors from national or international institutions, universities, research organizations and companies.

The meetings, one and a half days in length, take place in various cities around France at the invitation of a local authority. Since it was founded in 2012, BEST has met 18 times in 15 different cities.

THE BEST MEETINGS IN THE EYES OF THE ORGANIZER

My role is to ensure the network meetings are interesting and held regularly, by mobilizing the contributors who can bring another European perspective or different angle on the subjects discussed. Everyone is convinced that the success of BEST stems not only from the choice of the subjects and how they are covered, but also from the pleasure of talking with peers in a setting removed from the pressures of everyday work.

Upcoming meetings

The next BEST network meeting will take place at:

#19 – PARIS

Thursday evening 10 (welcome dinner), Friday 11 and Saturday 12 September 2020 (until 2 p.m.) at the joint invitation of the National Agency for Territorial Cohesion and France Strategy, and with the support of France Urbaine.

The theme of this meeting is : 

“Sharing of experiences and thoughts on the societal impact in France and in Europe of the planetary pandemic Covid-19, on the challenges faced by local and regional authorities and on their management methods.
What lessons can be learned from this unprecedented and revealing crisis in order to explore new modes of organization and operation of local and regional authorities, strengthen investments and actions for energy and ecological transition, and rethink the modes of coordination and cooperation between the State and the local and regional authorities ?”
